The kick starter seems to be slipping
This is a pretty common problem on CTs with older, worn clutch discs. The CT-90 design uses the clutch when kicking the engine. If you can't kick the bike -- if you kick it and the thing seems to just "slide" without moving the engine, particularly if it will kick over if you remove the spark plug -- most of the time this means the clutch discs are worn out or the clutch is misadjusted.
